Not able to pay fees through any bank gateway. What can I do? 12th March is supposed to be the last date correct?

You can choose to do any of the following options.
1. Change the method of payment. Use net banking or credit card or debit card.
2. Ask your friend who has paid through his bank to pay for you too through that same channel.
3. You may wait for 1-2 days. The servers are facing huge traffic and so transaction problems may persist.
