We can't specifically point out to one IISER and say that it's good for biology. All IISERs have top notch researchers and they work on various fields.
If you have a specific field in mind you can look at the kind of work that is going on in each IISER and then figure out which one you'd like to join.
Foe example, There is really great ecology work going on in IISER-TVM. The aim of IISER is to promote interdisciplinary research.
If you are looking for some official ranking according to Nature index in life sciences:
1. Mohali
2. Kolkata
3. Pune
4. Bhopal
5. Thiruvananthapuram
This is the order of ranking but the ranking keeps changing every year.

I think IISER, Pune has a really strong and diverse Biology Department.
The faculty here are specialized in a range of subjects (pertaining to biology) from Population biology and evolution to disease biology. One of the more interesting things about this department is its interdisciplinary nature. You can select a field which bridges over biology and other branches of science (making possible research in biochemistry, biophysics, etc.)
Faculty here indulge in collaborations with scientists all over the world. This creates opportunities for students to learn techniques abroad and implement them here. Collaborators and peers from around the globe are invited for guest lectures creating a platform for interaction with the students.
This department is closely associated with a science outreach division which aims at spreading the research culture in the society through lectures, competitions and workshops.
