on moving from top to bottom how the nuclear charge effect remains constant?.. as on moving from the top to bottom the atomic radius is increases...so nuclear charge effect also should get decreases...

In general nuclear charge effect decreases down a group with some exceptions and that is why Fluorine is more electronegative than other elements in the group. This is because the extra electron shells provide more shielding. It increases across a period so Fluorine is more electro negative than oxygen.
