On what basis Amino acids can be said as acidic ,basic or neutral?

Hi there,
It can be said on the basis of amino groups and carboxyl groups present in the molecules
Equal number of carboxyl group and amino groups make it neutral.
More number of amino groups than carboxyl group makes it basic.
More number of carboxyl group than amino group makes it acidic.
