one of my cousin failed in 2019 board exam due to health problems, he passed this yeat(2020), is he eligible to take admission in engineering at jadavpur university???? he is from wb board

For admissions in JADAVPUR University the candidate need to give WBJEE and to be eligible for WBJEE candidate should have passed Class 12 as regular student from a recognized board with Mathematics, Physics and Chemistry/Biology/Computer Science/ Biotechnology/Computer Application as compulsory subjects. So no your cousin is not eligible to get admissions in JADAVPUR University. As he is not eligible to give WBJEE because he did not pass in regular class he is not eligible for admissions in JADAVPUR University.
