One of my friend pass their board exam in 2018 in his 2nd attempt, is he eligible for Jee mains and Advance 2020? If not then how can he be?

The eligibility criteria for JEE(Joint Entrance Examination) Mains and JEE Advance in the year 2020 requires you to qualify your 12th examination from the relevant stream in 2019 or those who are appearing for 12th boards in 2020 are also eligible.
So,keeping in mind this eligibility criteria your friend is unfortunately not able to appear for JEE Mains or JEE Advance. However,your friend can go for B.Sc and then ace JAM that will open the gateway to M.Sc in the IITs.

Yes, your friend can appear in JEE - Main as well as JEE - Advanced even if he failed his class 12. Every student gets 2 chances to appear in JEE and class 12 does not play a role in it. But if you want to get into premier institutes like NITs or IITs you need at least 75% in your boards. So one can attempt his class 12 twice but needs to have at least 75% marks to appear in JEE - Advanced.
