One regular diploma and one open degree can be done . is it verified?

Yeah! As per the UGC guidelines, a student can do only one regular course and other than that if the student wishes then he/she can apply for open degree courses or distant courses as well as certification programs. This way a student can acquire two degrees/diplomas at a time.
