No both are different things. Let's help you understand with an example, Suppose You got admitted in "XYZ" college and the fees for first year is around 1 lakh rupees and you paid the amount through online transfer RTGS etc, now you changed your mind and don't want to take admission in that college because you got a better college than that, now you wish to withdraw the amount that you submitted to the college, how will you do that, go to the college website, reach click on online withdrawal request and the amount is transferred to your bank(Note:-You need to provide your bank details to get the money back).
Now since you left the seat vacant, he college will certainly charge you something for upholding the seat for some time. Here comes the refund policy, certain colleges charge a minimal amount from your total amount say 10% or 20% depending on after how much time you vacated the seat. This rule is mentioned in the refund policy tab of every college.

Refund policy refers to the policies or agreement the customer and service provider shall follow while giving and taking the services. Refund policies usually refer to money refunding policies. It may be what percentage of monet will be refunded and upto what date and at which all conditions. Withdrawal conditions refer to any service that you have acquired and on a later date withdraws from it. Often the withdrawal request and refund policy are related but they are not the same.
For example while cancelling train ticket, there is withdrawal and refund. And sometimes there may be situation when you withdraw any application or something else without related to any refund policy.
