    Hi Aspirant,

    Yes an Outsider can apply for seats in tamilnadu state for 15% of All India Quota seats will be released by Medical Counselling Committee (MCC) for admission to government medical (MBBS) and dental courses (BDS) of the tamilnadu state.

    Exclusively for Tamilnadu State Local Students will get at 85% of seats as under State Quota under NEET.
