There is no specific stream requirement for this programme , as such. But, candidates who have completed 10+2 with Commerce might get preference over other students.

If you are PCB student without mathematics also you can apply for B.Com courses after 12th. You only have to meet the eligibility criteria that is you have to have minimum 50-60% aggregate in your class 12 boards, this percentage varies from college to college.
However, to pursue B.Com(Hons) you need to have maths as one of your subjects.
