Eventually, the system was extended to the whole of northern India by a set of regulations on 1 May 1793, which remained in force until 1833, the date of the Charter Act. The Permanent Settlement was established by Lord Cornwallis, 1st Earl of Cornwallis, in 1793. It was an agreement between East India Company and zamindars for fixing the land revenue. The settlement was concluded with zamindars in Bengal, Bihar and Orissa.
