Either of them. Most importantly, you should have thoroughly known about the difference in two. Go through their syllabus and try to understand which one grasps your interest more.
Petroleum engineering:
It Deals with the upstream, which means it is basically related to exploration and production. The major areas involved in petroleum engineering are drilling, reservoir,exploration of gases. Petroleum products include resins, varnishes,paints etc. Downstream basically involves refining. Upstream involves exploration.
Petroleum technology :
This field involves logical design development and operations of process systems for the extraction, alteration, and revival of economically useful materials. The program attempts to develop individuals with a specialization in petrochemicals, petroleum refining, and other important fields.

So, as per the question, both are the same and if differs with the colleges with the name and branch they specify. And you'll have difference between petrochemical Engineering and Petroleum Engineering, but not between Petrochemical Engineering and Petrochemical technology. In petrochemical Engineering, everything is based on downstream processing. You can find employment in Pharmaceuticals, plastics and resins, agriculture, etc.., and coming to the fee, it will vary from college to college and it totally depends on the one you choose.
