This was the question asked in JEE mains 2018.
When phenol reacts in presence of base, the H will be abstracted from
O-H bond of phenol. This phenoxide ion attacks the carbonyl carbon of chloroformate and replaces the chlorine to give the product (a). The product (a) has a new bond between oxygen of phenoxide and carbonyl carbon of methyl formate formed.
