Once you qualify in all your campartment subject then only you will be eligible to take admission in any medical college but you can fill the NEET application form at this stage also but you will need a passed certificate of your 12th withy minimum 50% to take admission in medical college.

Yes, if you have a minimum of 55 per cent in Physics, Chemistry, and Biology/Biotechnology, you are eligible. Because you mentioned you scored 58 per cent, I'm guessing you got 55 per cent or higher in these required subjects as well.
Please note that because you have not specified your category, I am treating you as a general applicant; however, if you are from a reserved group, you will be given a percentage reduction from the minimum required. They are given a 10% reduction in the minimum needed percentage, making 55 per cent 45 per cent for them.
However, you must also meet the other eligibility requirements. You must be at least 17 years old by December 31st of the year you plan to take NEET. There is no such thing as an upper age restriction.

Candidates who have appeared for compartment examination can appear for NEET UG provided they must have passed 10+2 with Biology, Physics, Chemistry and English from a recognised board. Candidates belonging to general category must score minimum 50% aggregate marks in Biology, Physics and Chemistry taken together, candidates belonging to SC/ST/OBC category must score minimum 40% aggregate marks in Biology, Physics and Chemistry taken together and for candidates belonging to PWD category must score minimum 45% aggregate marks in Biology, Physics and Chemistry taken together.
So please check the above eligibility criteria if you fulfill the eligibility requirements you can appear for NEET UG.
