As you have said that you are interested in electronic materials and also manufacturing then you may go for electronics and communication engineering, electrical engineering, mechanical engineering, b.des and instrumentation engineering. To pursue this from the best government college you have to qualify JEE.

Choosing a branch in engineering completely depends on your interest and opportunities available in particular branch. Which engineering college and specialization to choose can seem like the most difficult, and at the same time, the most important decision of your life.
ECE branch gives many option after graduation:
1. You can get in software companies like TCS, Wipro, Infosys Etc. this option has been most obvious choice of engineers.
2. You can join a core electronics or telecom related company.
3. You can join government companies or PSUs like DRDO, ISRO, BEL Etc.
4. You can go for further studies like M.tech or PhD and you can go research field.

Civil and manufactuing engineering also have good options in public sectors but If you get an admission in good college like IIT, NIT, BITS then all branches have good scope, If you study in average or below average college then good branch is not going to help you.Also, good branch with lots of scope tend to be over cowded, because everyone is entering that field and finally, nobody really know which branch will have the most scope after 4-5 years.

Firstly you should focus on getting admission in good college then you can choose branch.
