Hey!
Both are quite different. IP College is in Civil lines, away from North campus and the actual "university area" feels. But it is really good for academics and extra-curricular. It is a women's college while Ramjas is co-ed.
Ramjas College is one of the main colleges of the University of Delhi. The studies are good enough there. But yeah that college has been recently involved in a lot of political drama (which I have actually seen during my studies in North Campus). The crowd is ok; not so good though. Many opportunities will be available and yes, there is a lot to learn when you're in a mixed crowd of boys and girls.
I would say it's your choice, ultimately. You can choose according to your degree and different reviews. My personal opinion would be IPCW.

Both the colleges are good from education point of view. Ranking of Ramajas College is better. Since both are Delhi University Colleges so you can go for anyone.
