If your rank lie between a particular range of opening and closing rank cutoff, then definitely you can get a seat in that particular college.

Now, as you have given example that for a certain college the opening and closing rank is - 32000 to 35000.
That means, for that college, the candinate whose rank is 32000 took admission in it and, no other candinate whose rank is below 32000 took the admission.

Now if you want to take admission in that particular college ( as your rank is lower than 32000 ), then you have to use float option. And you can get that particular college only if that college is in your higher preference order than the your allotted college, then only float option will help you to get that college.

Since you have a rank below the cut off rank range then you might have chances of getting seat in that particular college. But factors like your category, seat availability, merit and your preferences are also considered while allotting a seat based on your preferences. The cut off rank changes every year depending on number of candidates qualified, difficulty of exam, number of seats available etc.
