According to the comedk website, you have to belong to Karnataka- Hyderabad region to apply. Candidates who have Tulu/Telugu/Tamil Linguistic Minority status in Karnataka can also apply.

78% seats re reserved for Karnataka students and the rest are for studesnts from outside the state of Karnataka. There are reservations for SC/ST candidates also.
