Hi Zikra,
According to your marks 400-450 your AIR will be in the range of 54-62,000 and category rank in between 20-25,000 which is quite an unsure region. With these marks you shouldn't opt for AIQ 15% but should go for the 85% state quota for UP. Even if the chances are pretty low, minor chances of getting a seat under the state quota are there.
