There is no as such fixed Cut off.
The cut off is decided by 50 percentile marks, that is, of the total students appearing, the first 50% will be considered eligible for councelling, and the lowest marks in that 50 percentile is considered the cut off marks.
For example , 100 students appear in the NEET, after exam a list will be made according to marks, first 50 students are eligible. The marks of that 50th student will be cut off marks.
Coming back to your question, cut off marks is rising every year, it changes based on difficulty level of exam paper, no. Of students appearing etc.
