Hello Aspirant,
Delhi University takes admission of candidates into its B.Tech program via a common exam called Delhi University Entrance Test (DUET) . It will be a 2 hour offline exam which will be conducted around third week of June tentatively.

The application form has not been released yet but I would suggest for you to keep an eye out in the official website. It was to be released by third week of May but hasn't been released yet.
The Scholarship fee criteria depends upon the participating institutes so you might have to check it out on the website of your college of interest.
Since this is comparatively a new program, there isn't much data about cutoffs. The pattern keeps changing and so speculating about previous year cutoffs don't really matter.
