You'll have to complete graduation for that and then only you can sit for UPSE civil services. Many students start preparing for UPSE from their graduation 1st year and so if UPSE is your goal you can start preparing from 1st year.

To be eligible for UPSC Civil Service Exam, one needs to attain 21 years age and should be graduated in any discipline from a recognized university, there's no specific aggregate required in this exam. But, one cannot apply for UPSC based on diploma, graduation is compulsory for this, even final year students too are eligible to apply.
