Whether your post graduation marks matter or class 12th marks depends on which field or domain you are taking up.  Your class 12th marks matter if you want to take admission in UG, some colleges take entrance exams for admission. While in some colleges admission is on the basis of class 12th marks.

Your post graduation marks matters in your Phd admissions. The eligibility criteria for Phd is getting 60%  in post graduation.

Till graduation 12th board examination marks will be mattered or we can just say important as it mainly stands as an eligibility criteria to join in lot of college and some colleges also consider board examination marks as merit only way to enter for under graduate college is to pass your 12th examination and after graduation your graduation marks will matter more than your 12th like for gate and for joining in post graduation courses and then your post graduation marks will be mattered after completing post graduation which is final stage so yeah in the end post graduation marks will be mattered more but all these are important at a particular stage.
