It’s definitely a new University and its a State Private University. However, if your getting in through CET, the fee is lower. On the contrary, if you get in through Management Quota, the fee is too high.

It is a normally good university if you are not making into IISc/IIT/NIT/IIIT/ UVCE/BMSCE/RVCE/MSRIT/BIT/ DSCE when compared to Bangalore standards.

An average college for B.Tech is how you can define the Presidency University in Bangalore. Rather, you can opt for colleges such as RV College of Engineering and BMS college of Engineering.

There are many more private as well as government college in Bangalore. Presidency university is not too good. Rather you should go for Jain University.
