Sorry to disappoint you but you can't enroll in a MBBS course in India without qualifying NEET.
In some private colleges, they even ask for the cut off marks for admitting the students in the college for the MBBS course.

I will provide you with all the information you need.
- All Medical Colleges in India - whether Private or Government or Deemed Universities cannot give admissions to candidates who have not appeared for & qualified in NET 2019.
- According to the new regulations, it is mandatory for a student to qualify in NEET to be eligible for admission in MBBS or BDS or AYUSH courses.
- It has also become compulsory for a candidate to qualify in NEET to be eligible for MBBS admission abroad.
if you have a low score in NEET then also you can get Admission in some of the colleges but without NEET you can't.
