Hi mokita,

There are two types of counselling done to fill all the mbbs, bds and bams seats in all the medical colleges of India. i.e

All India quota counselling - contain 15 % seat in each state

State quota counselling- contain 85 % seat and give these seats to only their state bonafide students.

After the neet result all India quota counselling is done for giving the 15 % seats in each state to highest marks scorers.

Then the state quota counselling take place and give its 85 % seat to its state students only.

The counselling form for both types are different and filled at different times.  Stay aware and updated for it.  You can ask you further queries to us.
