The cut off depends on the following conditions and is subjected to change depending upon some dynamics:-
1- Number of candidates appearing in that examination.
2-Number of vacant seats in the college
3-Previous years cut off
4- Difficulty level of the paper.
So, if you want to computer science in IIIT delhi and considering you are from obc category you should be atleast under 12-14k to be on a safer side.
