There are 2 types of fees that you need to pay while registering for Counselling. One is non refundable Registration fees and the other is Refundable Security deposit. This fees is different for All India Counselling and State Counselling.

Rs. 500/- for SC/ST/OBC/PH candidates
Rs. 10,000/- for UR candidates
Rs. 5,000/- for SC/ST/OBC/PH candidates
Deemed Universities
Rs. 5,000/-
Rs. 2,00,000/-
This fees is again different for State Counselling, depending on the State you belong to. And so during Counselling you need to pay both Refundable and Non refundable fees. If you are not allotted a seat even after all rounds of Counselling, your Refundable security deposit will be refunded to the same account the amount was paid from.

After completion of counselling process if candidate didnt take the admission then registration fee will be refunded. If student took the admission then it will not get refundee. So yes registration fee is refundable in case admission is not took by candidate.
