The introduction of 27% reservation for OBC-NCl category in government college of AIQ counseling has been done this year. In state quota counselling obc reservation was already there in respective States. There is no reservations in private colleges on the basis of category, those category reservation are only prevelent in those private colleges which have govt quota seats.
So you will get benefits of 27% OBC NCL reservation in AIQ counseling for govt college's only.
As you are obc category you will have to score atleast 40th percentile marks to qualify in neet but qualifications doesn't mean you will get a seat because cut off marks for government college are much more higher.
Last year cut off marks for OBC candidates in AIQ counseling in NEET 2020 was AIR 15024
Although this year due to reservation introduce it will go somewhat Higher rank for obc than the previous year.

OBC students enjoys 27% reservation in jobs and admission in different National and state colleges. They have to score in NEET at least 40th percentile of marks in NEET exam to get a government college for admission in Medical sciences MBBS or BDS seats.
Neet exam is of 720 total marks. Out of this marks OBC whether CL or NCL category Still they have to secure at least 40th percentile of marks in NEET examination to take admission in MBBS or BDS colleges throughout India.
