If you wish to develop a career in civil services as a future prospect and you are at your Secondary level (Class 10th) now, then you should opt for humanities. This way you'll get a thorough knowledge and exposure to the social aspects of our society which will definitely help you during your journey towards the goal. Though you are free to take up any stream at your Senior Secondary level.
I have attended some of the seminar organized by different coaching institutes on Civil Services. A common principle to crack such competitive exams based on my personal observations is to elaborately go through the NCERT textbooks of Social Studies from class 6th to 12th.
Later on, while pursuing graduation, you can choose to take honours in Political Science or Sociology or any other, whichever seems more interesting to you.
Past year records however show that aspirants from various disciplines have succeeded in this field. It ultimately depends on how you prepare and how much hardwork and smartwork you do.
After completing your degree, you can either prepare by developing well-disciplined self-study based strategies in addition to taking help from numerous online resources available or you can join any coaching institute to compete for state level Civil service exams or UPSC etc.

In order to appear for UPSC, you just need to be 21 years old and passed graduation in any discipline from a recognized university,you can apply even in your final year. UPSC doesn't discriminate among aspirants and hence allow people from all background to appear for this exam. If we see the background of people who have succeeded this exam in the past there have been people from different background such as art, engineering, medical etc, eventually what matters is your preparation and planning regarding this exam.

If you have interest in science or commerce then it is perfectly okay to chose them and then pursue the path of civil services, however, if you only have one ultimate aim of getting into civil services then the best way for you is Art side or also known as humanities.\
You can then go on to do bachelors in art and prepare for Civil services parallely.
