Hi
When seats are allocated to students in any round, they are expected to report to the College within the given time frame.
Failing to this, leaves the seat vacant and student is no longer eligible for that seat (if not reported)
After deadline, you can not do anything still if you want, you can talk to authorities if something can be done about this
