Its good to see your passion is in Computer Science Engineering. A lot of career opportunities are available but you need to work extremely hard and build a good resume with tons of experience in coding, programming. Participate in hackathons, etc. This will ultimately benefit in placements and you may land a 20lpa offer ( provided companies like Amazon, Microsoft, Goldman Sachs, etc visit your campus).
On the other hand if you want a secure lifestyle with a steady but grand pay with tons of perks,etc, then go for IES. However I must tell you that dedicated preparation is required for IES. Also once you get in, your career may be stagnant as promotions are very rare in Government services however it does happen. You will enjoy benefits unrivalled by other private company's perks. So go for whichever you think would be best.
