In most of the Hostels mobile phones are not allowed especially in School hostels and Intermediate hostels. Hostels provide phone in their office room and through that students can contact their parents or relatives. But it also depends on the hostel you join.
In many Engineering College Hostels, Medicine College Hostels, Management College Hostels, etc allows phones in hostels.
