I think you should drop 1 year. This must not be because of just improvement examination but also you will have enough time to search for a good career for yourself. Don't just rush for any college. Take your time and think carefully. By the way your result is not bad but if want to make it better then give your total effort this year

If you can put 100% effort in next year then only you should take a drop other wise 70%isnt    bad. Still I'd its your dream to take admission in iit only then take a  drop nothing is impossible.
