Dear Arun, though the online applicatios for IPU MBBS have started on March 22nd, the last date for registering and filling its application form has not been mentioned officially yet. This is to allow those registrations once NEET results have been declared. So we would suggest you to wait until the NEET results have been declared. GGS IPU also will release its own cut offs for various categories. If qualified, you can then register and fill in the application form. The admission is based purely on merit and so you needn't worry about any first cm first serve options. You can wait until June 5th and fill in the application form for IPU MBBS.
