in the first year of college you barely have any need of laptop or computer as mostly u will be provided withcomputer for practice in college.
i suggest to maintain a laptop as you will be using it in the btech for sure.

yes it would be better if you had a lappy or pc with you so that you can visualize the study using them..., i am a btech student in the stream of CSE i don't have a lappy when i am in 1st year of my btech, which made me suffer a lot cause, i wanted to study practically, so when i got lappy in my 2nd semester it helped me a lot in practising the projects and programs at home, which made me build my programming skills a lot.., so it would be better if you had lappy or pc.

if you can arrange to have laptop from the first year of your engineering then it is well and good but if somehow you are not able to have in first then that will be okay but you should necessarily have a laptop from 2nd year onwards as you will be in high need of that cause practically your actual coding will be start from that in first year of your engineering you will be taught all the importants subject of science , from second year your branch specific study will get started.
so do not panic much , but try to get a laptop as soon as possible
