Should i pay fee, to be considered for next round of allotment ( second phase), if i am allotted in first phase?(KEAM)

if you are secured a seat in the first round of counselling then you have to pay
the fee for the specific college tution and then you are eligible
for the next round of counselling
so you can participate in the next round of counselling and select the colleges
