Your question refers to scope in government sector after B.Tech and M.Tech in civil engineering. For getting into government sector you have to give competitive exams and interviews, your selection will depend on these exams and not on the college from which you have completed your degree.
You can get into PSUs( public sector undertakings) such as GAIL, BHEL, IOCL, AAI, COAL INDIA through high GATE score in civil engineering.
Another exam is IES (Indian engineering services). If you aspire to be an IES officer, your thorough and deep knowledge of civil engineering subjects will be a plus point.
