As you have mentioned that you have ews certificate in gujrati and considering you come under state and not central government so I would recommend you to take out your ews certificate in English even if it comes under state.
Ews certificate eligibility criteria is as follows:-
1-Family income should be less than 8L per annum.
2-One should not own more 1000 sq ft of flat.
3-One should not own more than 5 acres of land.

No, you cannot fill General-EWS if you do not come under central list of EWS.
According to the rule if you come under the central list of EWS then only you can fill EWS in your NEET application and if not then you have to fill in General category if your caste come in general category in central list.
So, You will not be eligible for EWS reservation in NEET examination.
But yes, during state counseling you can fill EWS category and avail the benefit of reservation.
