Should I take a two-year drop before doing an M.Tech in CS after a B.Tech in Civil Engineering?

You can definitely do a Mtech in cs after Btech in civil Without even taking a two year drop.You can simply give the GATE exam and based on your score ,you can look for your colleges.I would suggest ,if you have genuine interest in cs ,then only do Mtech with cs otherwise do it in civil cause it will totally change your domain.You can also take a year drop,prepare for GATE and also develop some coding skills.Taking drop totally depends on your preparation.If you can crack GATE with good score without doubt,there is no need for drop otherwise you might .Hope this helps.

Yes you can take gap after B.Tech before appearing for M. Tech. for preparation of entrance exams such as GATE or for any other reason.
But it is not possible to do M. Tech in CS by doing B. Tech in Civil branch as according to rules you must have completed B. Tech in any of the following branch to take CS branch for M.Tech: B.Tech./ BE (IT/CSE/EEE/ECE/ Instrumentation & Control).
As you have completed your B.Tech in civil branch you have following options for M.Tech:
1)Structural engineering
2) Environment engineering
3)Geo Technical engineering
4) Construction management
5) Traffic and transportation engineering
6)Hydraulics and water resources engineering
7)Geo informatics
8) Transportation engineering
9) Water resources engineering
