Should i try state quota counseling from.other state through which i don't belong?

Dear you can only aply for the state quota seats only in the states you are eligible.Without domicile certificate of the particular state you cant apply for 85% state quota seats any other state than TN until and unless you hold a permanent residence in any other state.So if you habe other state domicile then only you can apply.
