Should I wait for the mop up round in up state counseling or drop as I have only 537 marks in neet'19, OBC, state quota?

With 573 being the least score after Round 2, 537 marks are unlikely to secure you a seat in any GMC. Considering the fact that there are 2265 GMC seats and they need to be distributed among all Categories, 537 cannot get you a GMC. As it is only a matter of few more days for mop up round, we would suggest you to wait until the mop up round as there is no harm in participating. Hello,
You have good marks in neet 2019 but as you are interested only in mbbs in up and not any other courses, i would say that you should take part in counseling of mop up round as you still might have chance for mbbs. You also have reservations for your obc quota, so chances are there but not sure. It totally depends on student to seats ratio govt med college of up and the cut off trend this year. But you should give a try for it.
You can also start self studying for neet side by side as its not sure this year so should not waste more time and apply for the counseling and keep studying by yourself. If you get the seat, its good but if you don't get then your time also would not be wasted.

In Uttar Pradesh NEET second round counselling 2019 the cut off marks for OBC were 573.
As per my suggestion waiting for Mop up round won't be right as cut off marks for Mop up round would only be 3-5 marks less than the cut off marks for second round counselling. But if you want to wait its your choice.
Secondly if you want to drop and work hard to improve your rank as well as your marks, it totally depends on your will power and enthusiasm. My only advise would be to work hard and smartly if you choose to drop.
