Should I write questions based on the topic while writing notes?

Hello Albert,
While writing notes I would suggest you to first read the topic thoroughly.
Then convert your understanding in your language, don't copy paste it from the book as it is.
If you feel writing notes in question answer format than you can go for the same as it will help you to memorize the things quickly.
