I would like to tell you that every college has different policies and some may accept late fees and some may not but most of the colleges take yearly fees so according to me you will need to submit your fees every year.
Again it depends on the college so we suggest you to visit your college and get more details from them.

Yes, as per their fee submission criteria. Some college take it semester wise and some go for the yearly submission.
