Yes you can get government college and if it is in your domicile area then you can use state quota during counselling to get a seat.

Government colleges accepts a wide range of rank for admission and it is different for different college. It depends on the college you choose.

If you have any categorical reservation then it will be more easier for you as it will open you to more college options.
