Given question can be simplified as

[(-2/3)^-2] ^3 x (1/3)^-4 x (3)^-1 x (1/12)

= (3/-2)^6 x (3)^4 x (1/3) x (1/4) x 1/3

= (3/-2)^5 x (3)^3 x (1/4)

= (3)^8 x (1/-2)^5 x (1/2)^2

= (3)^8 x (1/-2)^7

= (1/3)^-8 x (-2)^-7

This is the answer.
