Ofcourse you can fill only two colleges at counselling . But you should fill more options it will benefit for your. You will have more choices for choosing colleges. There's no such limit for filling no.of colleges it's always depend on you.

It's not correct to choose only 2 options for colleges you have to at least choose maximum 10 to 20 colleges. The first 10 should be top and best colleges and the rest you can have other colleges too. Hope you got clarity.
