Percentile and ranks are interconvertible. You can convert percentile to ranks and ranks to percentile easily. So, it is immaterial whether college release their cut-off in terms of percentile or rank. Even if the colleges releases result in terms of percentile, you can calculate the cut-off rank considering the total number of student who gave JEE.
