I'm afraid you cannot appear for IPCC (now CA intermediate) unless you have registered yourself with ICAI. However, if you have finished your graduation, you can skip your first level of examination and appear directly for the second level. But you still need to register with the ICAI in order to do so.

Note:- you can appear for IPCC in 2020 only if you registered yourself with the ICAI before September 1st, 2017 for CPT.
