Hope you are doing fine. See, this question is very difficult to be answered in Yes or No per se. You need to realize that it is a National Level Exam and competition is very ruthless here. So 45 percentile is very unlikely to fetch you any government college through JoSAA.

However, since dynamics of the cutoffs, keep changing every year, nothing can be stated with certainty. Going by past results, 45 percentile wouldn't fetch you a seat in any government college. But you can still check out the College Predictor App to know the colleges that you might qualify for.
